Cable Manufacturing Equipment for HVAC and HVDC Subsea Cable Plants

Vertical layup machines, production carousels and cable handling systems for subsea cable manufacturers, delivered as a single integrated package.

The Largest Supplier of Cable Manufacturing Equipment to the Renewables Sector

PASSER is the leading supplier of cable manufacturing equipment to HVAC and HVDC subsea cable plants. Our vertical layup machines and carousel systems are operational at major subsea cable manufacturers across Europe and Asia, including TKF Eemshaven, JDR Blyth and Walsin Kaohsiung.

Engineering, fabrication at our own facilities in Klaipeda, and on-site commissioning are handled by one supplier. One contract, one point of accountability, and straightforward communication throughout your project.
Subsea cable demand is forecast to grow by around 14% a year through 2030 as offshore wind and grid interconnector projects scale up. Cable manufacturers are responding by building new facilities and expanding existing ones, and the production equipment inside those facilities has to be reliable, integrated and ready on schedule. That is the work we do.

Built for Operations Teams

When you win a new contract that needs a different production step, our modular cable pathways can be rerouted without structural work. Your maintenance team can service components themselves using standardised spare parts, and our engineers are available when you need direct support.

Designed for Operators

Our controls are forgiving, giving operators time to correct positioning if the cable runs slightly off track. Ergonomic chairs and video surveillance come as standard, and we keep noise levels low for full-shift comfort. The result is fewer mistakes during long spooling sessions and fewer operator complaints during commissioning.

Investment-Ready Systems

Smart Monitoring identifies bottlenecks across your entire production line, helping you maximise throughput against your committed delivery dates. If budget is tight at the start of a facility build, our systems can begin with essential automation and expand later as new contracts come in.

Why Cable Manufacturers Choose PASSER

Single-Source Delivery - Engineering, fabrication and commissioning handled by one supplier. The engineers who designed your equipment are available during startup.

Production-Proven - Equipment operational at TKF, JDR and Walsin facilities, with deliveries maintained on schedule even when site conditions changed during execution.

Operator-Focused - Ergonomic chairs for long spooling sessions, video surveillance, forgiving controls that give time to correct positioning, minimised noise levels.

Modular Design - Components your maintenance team can service without external specialists. Standardised spare parts across systems.

Flexibility Built In - Cable pathways reroute for new contracts. Systems designed to add automation as your operation grows.

The Equipment We Supply

A complete subsea cable production line involves four core equipment categories, all of which PASSER designs, manufactures and commissions in-house:

  • Vertical layup machines for the helical assembly of three-core HVAC subsea cables, with three interchangeable baskets at 250, 500 and 750 tonnes.

  • Cable production carousels and storage carousels for the long-term and intermediate storage of finished and in-process power cables, with capacities up to around 10,000 tonnes per unit.

  • Basket Drive Systems that use one mobile drive unit to serve multiple storage baskets, reducing capital cost and floor space against fixed-drive alternatives.

  • Standard and collapsable baskets for coilable cable, with rapid on-site setup and full-payload lifting by slings and shackles.

All four work together as an integrated production line, with one set of controls, one commissioning team and one maintenance plan.
